About Us

Our office is located on Belmont Street in Bellaire.  We are open from 8:30 to 4:30 daily.  The office was established in the 1940's as the Soldier's and Sailor's Relief.  In January of 1989 we became the Belmont County Veterans Service Office.  We are county funded but governed by the Ohio Department of Veterans Affairs.  Each year our County Veterans Service Officers (CVSO) attend manditory training and must maintain a state accreditation.  We strive to provide the best possible service to our local heros. 

Our Business

We are here to serve and to try to see to it that our veterans know we are here and what we offer.  Our Service Officers visit the area towns so veterans who have no transportation can visit us at a local satellite offices.  Following is a list of times and places that we visit: 

Wednesdays   9:30AM Powhatan City Building by appointment only

Wednesdays 1:30PM Flushing Library

Fridays          1:30PM Barnesville Public Library

Once a month a representative from our office will visit the Nursing Homes and Long Term Care facilities in Belmont County to ensure the veterans or their eligible dependants are aware of the benefits in which they are entitled.  You can contact our office to set up an appointment.

We understand some clients may not be physically able to leave their homes due to their health or bad weather, you can make arrangements for us to visit your home by contacting our office.

Our Service Officers would be willing to speak at local organization about VA benefits.  To schedule a speaker please contact Cindy to arrange a date.

OUR OFFICE STAFF

Lucinda (Cindy) Maupin is the Director and County Veterans Service Officer (CVSO).  She received her state accreditation in May 2004.  Cindy is a 1980 graduate of Bellaire High School and an Army veteran, serving from 1981-1989.  She has worked for the Belmont County Veterans Office since June of 2001.  Cindy is a lifelong resident of Belmont County and presently resides in Bellaire with her husband Don and son Woody.  Cindy is a lifetime member of the VFW, member of the American Legion Post 521, member of the AMVETS, other memberships include, OSACVSO, NACVSO, Women Veterans Advisory Committee for the Governor's Office of Veteran's Affairs, Veteran's Advisory Committe for Congressman Zack Space, Family Selection Committee Habitat for Humanity of Belmont County and a full time student at Ohio University Eastern.

John Burkett is a State Accredited CVSO.  He is a 1981 graduate of Bellaire High School and is retired from the U.S. Army Reserves. He has worked for the Veterans Office since November of 2005.  John is a lifelong resident of Belmont County and presently resides in Bellaire with his wife Jackie and daughter Jennifer.  John's memberships include the OSACVSO, NACVSO, Lifetime member of the VFW, and a member of the American Legion Post 52.  

Robert Nixon is a State Accredited Service Officer.  He is a 1969 graduate of Martins Ferry High School and a Navy veteran.  He served his country from 1969 until September of 1972.  After leaving active duty Bob served in the Navy Reserves until December of 1975.  Bob has been with our office since January of 2006.  He is a lifelong resident of Belmont County and presently resides in Martins Ferry with his wife Cathy and dog Ben.  Bob is a member of the OSACVSO, NACVSO and a member of the American Legion Post 38 in Martins Ferry.

Christy Taylor is a State Accredited Service Officer.  She is 1994 graduate of Union Local high school and has an Associates degree in Business Science.  She is a Navy veteran serving from September 1994 to August 2000.  She is a member of the VFW and a member of the American Legion Post 521.  She is a lifelong resident of Belmont County and currently resides in Jacobsburg with her three children Abby, Kylee and Casey. 

Troy Skukan is our senior van driver and a 1993 graduate of Bellaire High School.  Troy served in the Army and has been with our office since January 2007.  Troy is a lifelong resident of Belmont County and presently resides in Bridgeport with his wife Amber and daughter Alexis.

Joe Skoda is a van driver, he is an Army veteran who served in Vietnam.  He is a graduate of Cleveland Garfield Heights South High but spent most of his childhood in Belmont County.  He has been with our office since July 2007.  Joe and his wife Jane are the parents of six grown children and he resides in Bridgeport.  Joe is a member of the VFW Post 626 in Bellaire.

Tiffany Stephen is a van driver and transportation coordinator.  She currently serves in the U.S. Army National Guard and is stationed in Iraq.  She is a graduate of Barnesville High School.  We keep Tiffany and all members of our Armed Forces in our prayers for a safe return.
